David Sciarra, Esq., Of- Counsel, has devoted his career to school finance, civil rights and education law.  A champion of civil rights, he led the  Education Law Center for the last 26 years.   

Before joining Genova Burns LLC, Mr. Sciarra served as the head of Education Law Center in Newark for over two decades. He was an integral part of the landmark Abbott vs. Burke case, which called for fair and equitable funding for all public schools.

He prides himself on the Abbott mandate's impact on early education for three and four year olds in high poverty areas.  Despite all these advances in education, Mr. Sciarra believes we have a long way to go, and there are things holding students back. Now in private practice, Mr. Sciarra continues his path by aiding districts with the new complicated school funding laws.

Mr. Sciarra feels that New Jersey needs help to reverse our collective failure to hold the State accountable for the condition of our local public schools. 

He has practiced as a civil rights lawyer since 1978, working on cases involving socioeconomic rights, affordable housing, welfare rights, and much more. He also writes and lectures on education law and policy. Mr. Sciarra received his B.A. from UC Berkeley, and his J.D. from Temple University School of Law.
